Preheat your oven to 220°C (425°F).
Boil the potatoes in salted water until fork-tender, about 15-20 minutes. Drain and let dry for a few minutes.
Place the potatoes on a baking sheet lined with parchment paper. Use the bottom of a glass or a potato masher to gently smash each potato flat but keeping them in one piece.
Drizzle generously with olive oil, and season with salt, pepper, garlic powder, and minced rosemary.
Roast in the oven for 20-25 minutes, flipping halfway through, until the edges are golden brown and very crispy.
Just before the potatoes are done, heat a splash of olive oil in a skillet and fry the eggs to your preferred doneness (sunny-side up recommended).
Serve the crispy smashed potatoes topped with the fried eggs.
