Season chicken breasts with salt, pepper, and garlic powder.
In a large skillet, heat olive oil over medium-high heat and sear chicken for 5 minutes on each side until golden brown and cooked through. Remove and set aside.
In the same skillet, add the chicken broth, Milk, garlic powder, Penne pasta, and parmesan cheese. Whisk over medium heat until the sauce starts to thicken.
Add the spinach and sun-dried tomatoes. Let simmer until the spinach is wilted.
Return the chicken to the skillet, spoon the sauce over the top, and simmer for another 2-3 minutes before serving.
