Rinse the lentils. Place them in a pot covered with plenty of water, bring to a boil, and cook for 15 minutes until parboiled. Drain and set aside.
Slice the onions into thin rings.
In a large skillet, heat the olive oil over medium-high heat. Add the sliced onions and cook, stirring frequently, for 15-20 minutes until they are deeply caramelized and dark golden brown. Remove half of the onions for garnish.
To the remaining onions in the skillet, add minced garlic and cumin. Stir for 1 minute.
Add the parboiled lentils, rice, and 2 cups of water. Season generously with salt.
Bring to a boil, then cover, reduce heat to low, and simmer for 15-20 minutes until the water is absorbed and the rice is tender.
Fluff with a fork and serve topped with the reserved caramelized onions.
